if the computer software is turned on it is traceble by any person who has acces to the satelite or can hack the line in between your car and the satelite

A GPS device is NOT—- LOJAC (the device that sends out the traceable signal for locating the automobile)

yes a vehicle with GPs is trackable. not trackable by just any person even though. you would require unique inside info (and tech)that the consumer would not have access to.. A brief story, 5 autos were stolen from a Mfgs lot, 3 were recovered immeditately and the remaining two were discovered using the GPS

Not all it depends on the model and year of the mobile phone, it depends what carrier you have (verizon, t-mobile, sprint) and so forth.
you’ll have to examine with them and see what phones they can put it on for you, but for a expense.
