I have seen promotions by Sprint for software that tracks the phone holder very closely by location. I keep the GPS function on my phone disabled, but does that tracking software work even if the GPS is turned off?

I have a bet with a co-worker and I think I remember my uncle (die hard fan) telling me that the cars have GPSs installed in the hoods or something so that nascar officials can keep track of how many laps behind cars are etc.
