IS THERE SUCH THING AS A MINI GPS TRACKING TAG?

I’m wondering if there is such a thing as a SMALL tag or sticker you can place on an item that will emit a signal that can be traced or tracked via GPS (or hell, even a divining rod type setup where it just gives me warm or cold readings). sort of like a mini low-jack (BUT NOT AN ACTUAL LOW JACK FOR CARS). i recently had my camera stolen and it would be well worth the cost to place something inside a piece of electronic equipment that would grant me to track it back down.
again, NOT asking for a automobile low jack, but something similar and much smaller that can be attached to small electronic items like cellphones or cameras.

i.e.: I am sitting in my automobile with this ‘gps unit’ and am able to see on its map other gps units in the area. (like emergency vehicles, semi trucks, etc.) I dont know if such a thing exists. Would be cool if it does. And I am not speaking about the gps tracking system that trucking companys and such use. This would show (a certain amout?) gps units in a given area, in real time.

{Story for those interested}
My wife and I got my mother-in-law (who’s nearly 70) a Virgin Mobile prepay phone for emergencies. However, when she somehow managed to get lost one day driving around we had a insanely difficult time trying to find out where she was when she called for help. At this point she had pulled over, the automobile would not begin and it was dark out. She did not know what street she was on, let alone what town she was in or exactly how she got there.

I’m looking to find out if there is a Virgin Mobile (prepay) phone that has a GPS tracking function like both Sprint & Verizon so that if my mother-in-law gets lost and calls for help we can get to her quickly.

WHAT ARE THE LEGALITIES OF TRACKING A VEHICLE WITH GPS?

Scenario (please use your imagination):
I run a automobile dealership (privately owned – not one with a label stuck to it from a huge company). For argument’s sake, let’s just call it “Rockin’ Rides”
What I want to know, is that if I, the owner of Rockin’ Rides either lease out a vehicle, or provide my comsumers with a loan for stated vehicle, is it legal for me to place a GPS tracking device on the vehicle?
This would not be monitored 24/7 — it would ONLY be used in the circumstance that the person at the other end of the lease or loan did not pay their bill enough times to warrant repossession. The device would be removed the moment their car is paid for in full or their lease is purchased out.
Technically, the car is still mine so I figure I should be granted to track my own property, but at the same time I’d essentially be tracking the person as well which is where the legal questions come in.
Does anyone have any insight or possibly real answers? If it helps, I live on Ontario (Canada).
