No.
The phone company could identify what cell towers it was near, but that information is not made available to the public (and would be a terrible invasion of privacy if it was).

no thats why you call the cell phones company to activate the gps chip to locate it(but its expencive to do that)

The new GoogleMaps Mobile has a feature that can tell you where you are by triangulating with the phone masts. It claims to be accurate to 1700km so it not gonna compete with GPS but then it works on all phones even those without GPS so its a pretty cool trick.
