If she has the gps tracking option turned off yet still activated, can her boss track her? apparently there are rumors at her work saying yes it is possible, but we aren’t for sure

It has been speculated with the design of some of these phones that they could be located even when the entire phone is “off” given that the person had access to the correct systems.
For the purposes of her boss tracking her, unless he works for the phone company, then as long as she has the “location” service disabled in the phone there is not supposed to be a way for it to be tracked.

If the GPS radio is off, then you can not follow it directly, however police can still triangulate phones based off cell towers.

Gps tracking on a phone is the same as a gps unit that
you use so you don’t get lost in the woods,,or to find a location
or a street,,,, if your talking 911 track then they can find her,
if your talking the phone has Gps them she can find them,,,,
