How do i track or locate a mobile cell phone that is out of state?

You probably can’t locate it. Contrary to popular belief, a cell phone cannot be located my the government without 1. The phone being on and 2. having the phone set to tell its location. Most modern cell phones are built to tell Emergency Services where the phone is, but even then, it cannot be exactly located. You should probably call up your carrier and deactivate it. That way, if someone finds it, they can’t use it and charge to your account. Good luck!
