Most rental car companies don’t care (though if you put excessive miles on, they will charge you extra). There was a court case where a rental car company said in the rental agreement that you are not allowed to speed, and if you do, they charge you $500. They had GPS equipped cars, and from the GPS, they could tell if you sped. They slapped a fine on one guy, and he fought it in court. His argument was that effectively, they were writing him a speeding ticket, which they are not authorized to do (they are no a law enforcement agency). I didn’t, however, hear how it turned out. I want to say the court case was in Pennsylvania.

Most car rental companies don’t have the time (or the desire) to install and check GPS.
But in certain region, where their customers are known to go off road (beach destination and / or desert destination), some companies actually install the GPS. But they are busy, so only usually check it if there’s some suspension failure – and bill you for the damage.

On the most expensive models, many do.
That might be expanding, but I do not believe it applies to the cheaper models for most rental car companies. Yet.
So…maybe.
