Can parents use GPS to track their children and protect them from kidnappers?
I hear pet owners put chips in their dogs/cats to be able to track them down in case they run away, and cars to recover from theft. Would it be viable to use this method to protect against kids running away from home and to protect them from kidnappings or getting lost?

You are asking about two different types of technology. An embedded chip is an RFID device that includes specific information about the pet, but is NOT a GPS device and cannot “track” an object remotely.
A GPS tracking device such as Zoombak (link below) is able to track a vehicle, children, pets remotely via a Web site or phone alerts.
