They take pictures of things that it has never been illegal for anyone to take pictures of, from public vantage points. It's the technology that has changed, not the government. As far as the GPS goes, most new cars already have them. They will not put them in older vehicles, just wait to phase them in slowly... that's how they operate. You likely already have one on you at all times.. that tracks and records everywhere that you go. It's your cell phone. Please cite your source for this 'new law'.. I've not heard of it.
