You can track almost any current cell phone via the integrated E911 tracking built into them. However, that’s only available to emergency or police personnel. What you’re looking for isn’t available to the average joe, thank god.
Sprint, Verizon and Cingular offer their own flavor of something similar, though. Each offer a service that you pay for monthly, and allows you to track a certain cell via GPS with a varying amount of accuracy.
