Some cell companies offer this service with their phone service, but there is not a site you can use to just track a cell phone that is not your own. That would actually be ILLEGAL

In order to gps track anything (phone, vehicle, etc) it must be registered in your name to be legal. I would be wary of scams associated with this type of google search/internet search.
